1) It is designed as a stepping stone between swingswitch recovery (in which you drag your recovering hand through the water) and a normal freestyle recovery. The swingswitch hand drag was designed to counter the engrained habit some swimmers have of sweeping their recovering hand through the air in an arc above them. You don't really want to drag your hand through the water when swimming freestyle, and the ear hop provides a natural transition by having you wait until your recovering hand is at your ear before momentarily lifting it out of the water and positioning it for a mailslot entry.

As Janos noted, it doesn't work for everybody - and I often use a mix of reach forward with elbow (not hand) and clock positions 2 and 10 o'clock rather than "ear hop". If you find you are entering too close to head with the "ear hop" focal, just think that the ear is where the recovery hop begins, not where it ends or literally hopping over the shape of the ear.
